These are terrific things to think about everyone, thank you.
Marty has just told us that he is somewhere in Mexico City.
We think the best thing would be to have a caravan bring him up to the border. Right now, my pawrents are close enough to it (they're in south Texas for a couple of weeks) that they could help transport him once he arrives at the border.
We received an email from Best Friends asking us to have the rescue group contact them directly, to avoid confusion.
We need someone fluent in Spanish to contact the rescue and ask them to write a letter to Best Friends, as well as the group Kim has notified us about, and also Rolling Dog Animal Sanctuary in Montana. These people have more resources than we do, and they also have the contacts to find a wealthy sponsor for him. He is such an extraordinary dog, we're sure he would find a home this way.

My friend talked briefly to Patricia today and will try to contact her again tomorrrow with my questions because I still think it might be useful for us to know the answers. But I am beginning to think the best thing would be for Patricia to contact these rescue organizations directly, as Best Friends requested. Hopefully Marty can help her make the contacts (i.e. translate for her?).
To consolidate, here are the places we have found so far:

I also ran across a group called Compassion Without Borders that regularly goes into Mexico and brings dogs to another sanctuary in Northern California http://www.cwob.org They have a contact in Mexico City–Juan Ramon Camblor at (55) 8525-7383.
There is also a no-kill shelter in Mexico City http://www.refu.....no.com.mx/ that might be able to help.
I would suggest that Patricia send an email to all of the organizations jointly and ask if they can work together to bring Sebastian to the States. Personally, I think a place like Rolling Dog Sanctuary or Best Friends would be ideal for him–as Jim and Rene said, they have resources and contacts to not only hopefully rehabilitate Sebastian but to also find a forever home for him.
Here is a possible scenario–Juan Ramon Camblor of Compassion Without Borders can arrange Sebastian's transport to the Texas border, where Jim and Rene are waiting to pick him up. They then transport him to either Best Friends or Rolling Dog Ranch. At either of these sanctuaries Sebastian would have a quiet place to live where he might be able to learn to trust people and to not fear the world so much. Wouldn't that be awesome!!

My friend had a long talk with Patricia this morning. Patricia is, not surprisingly, hooked in to the animal rescue network in Mexico. The no-kill shelter in Mexico City houses 2000 dogs and she says to be in that environment would kill him.
Patricia took Sebastian to the U. of Mexico vet school and they talked about possibly doing implants.
Just a little more about Sebastian–these kids would go out to the place where he was living to hang out and do drugs and at least one of them was bringing him food from dumpsters for three years. Then somehow, they told Patricia about him. When they first brought him in he was so stressed that he wouldn't let anyone touch him and his temperature went up to dangerous levels. He has gotten better and can now be touched but has developed a strong dependence on one vet (the one you see holding him in the pictures). He cries all the time until she holds him, and then he sighs with contentment. He is also apparently getting used to his surroundings and is starting to sit and look out the window with interest at the world passing by. So it seems very possible that he could be socialized to some extent and cold live a happy life in quiet place.
Patricia is really committed to bettering Sebastian's life in a quiet place, her ideal would be to find a family or individual who could take him and give him the life he deserves, she has two offers in Mexico but neither seemed like they would really work for him.
Patricia knows about Best Friends and about work they have done in Mexico. She is concerned about sending him to a Sanctuary that would only be a stopping point on the way to a permanent home–she is afraid it would be too hard on him to go from one place to another–she would like to get him into a permanent home right off the bat. I guess that is only a realistic ideal as long as he has a safe place to stay for the time being. It could take quite some time to find an appropriate home for him
She says she could arrange to get Sebastian to the border if he was going somehwere she was comfortable with.
My friend gave her all the contacts I posted here last night. She will call Patricia one more time (she needs to extract herself from this situation that I dragged her into) and encourage her to consider the Sanctuary option and to contact them. She will also encourage Patricia to contact the Mexican branch of Compassion Without Borders since they are bilingual and would probably be willing to help her with translations.
It sounds and looks like Sebastian is healthy and in a safe place for now–and that he is making some progress in terms of socialization, although the fact that he is overly attached to one person is not so great. But at least he is able to trust a person and that is incredible! That eases my mind quite a bit. We have presented Patricia with all the best options that we could come up with and it is up to her to pursue them at this point. I do hope that she contacts Compassion Without Borders and that they will work with her to contact Best Friends and Rolling Dog Ranch. I really think these are the best options for Sebastian because they might be able to work with him and socialize him in ways that a single person could not.
Unless we can come up with an individual who is willing to take him at this point I don't know what else to do besides to continue to spread his story across the internet. One thing Patricia mentioned was that there were lots of American and probably British ex-patriots in the Cuernavaca area and maybe one of them would take him. Rene, do you know if your cousin might have any ties into that network? Thats the only other thing I can think of right now. And for you guys to stand by (as long as you are in TX) in case Patricia strikes a deal with one of the Sanctuaries and they need help with transport.

Martha, thanks so much for this update. Please thank your friend on behalf of all of us, that was so nice of her to talk to Patricia.
We just spoke with Marty, the woman who originally contacted us about Sebastian. Marty is in Canada. She is fluent in Spanish, and has also been talking to Patricia about Sebastian.
Here's a summary of the conversation we just had with Marty:
- We think Marty should be the designated contact person with Patricia, since Marty is eager to help, and was the first person to find out about him.
- Marty will work with Patricia to persuade her to talk to the rescue groups, which we think are the way to go for this special guy. They will work on contacting the groups one at a time to see who can help the fastest.
- Marty said she can act as the translator for any of these groups.
- It would be good to get the media involved at some point. Does anyone have any contacts?
- Meanwhile, Jim and I will be in Texas and can be ready to pick up Sebastian at a border town if necessary, and transport him to the designated group. Marty has also offered to help, as she will be in Dallas on a trip, and can come with us, acting as translator. And if anyone else wants to join in on the caravan, they are welcomed and appreciated!
- Marty will continue working on this with Patricia, and hopefully make contact with a rescue group this week.
More updates to follow. Everyone hang in there and send pawsitive energy, together we can get this boy into the right place. Thanks for all your great ideas and research!

Just checking in to see if we have any updates on Sebastian. I also know of a sanctuary that is willing to take this sweet boy...but they are in Ohio and I'm not clear by all the threads whether or not Patricia would be willing to let Sebastian go to a sanctuary or whether or not she is willing to let him fly...or if it would even be in his best interest which is what all of us want.
Can anyone provide an update?

We may be almost half way there ... now that we have a potentail home all we need to do is get Sebastion to the border, and process the necessary paperwork. We could then transport him.

I stumbled across this site today while looking up something else and thought about Sebastian...just out of curiosity I will call them tomorrow and see if they'll cut a deal for him.

Eek. Well, the person I talked at that relocator was very nice, but not receptive to giving rescues any deals...and they're talking about $2,000. They couldn't give me an exact quote without knowing precise addresses. The gave me the names of another couple of ground animal transporters, but neither goes in to Mexico, they just cover the US.
It seems we are still stuck with the issue of getting him to the border...any word from Patricia?
