Correct. As we mention in the Webmaster harness FAQs, Ruff Wear ships the harnesses tightened to their smallest configuration. All five straps can be extended to fit larger dogs. Thanks for helping us us clarify this. We get return requests all the time from people who think the harness is too small, until we instruct them to extend the straps.
