Is there a way to get notified when someone is on the chat online? Like when you do an instant messenger it comes up.

If you are logged in and leave the chat window open, you will hear me bark whenever someone posts a comment. This window can be collapsed, or in another tab, but otherwise there is no notification method.
As a registered user, however, you can post a notice to schedule your own chat in the announcements forum.

Thanks when tazzies mom was on she tried to get me but I didn't hear the bark . I think I didn't have the chat room open

Yeah, the chat room window has to be open. It's run by a different plugin that powers the forums.
Also, make sure the speaker icon
