By default, javascript and cookies are required to post a comment on all blogs. Hence the error message. This is a default setting on all blogs that users can (and sometimes do) change. If you have commented on the blog before, the user may have changed the setting. otherwise, you can try clearing your browser cookies for that domain and try again. (This is done from the Safari settings on an iPad, not sure where on a tavlet.)
