It's been 8 months since my boy's front leg amputation and his stamina is still way off.

One thought came to mind, you mentioned he's a long haired dog. I'm not sure how thick his coat is but in mild and warm weather our thick coated and long haired dogs have always loved having a good hair cut. It maybe worth considering next summer - they feel much lighter and cooler and enjoy the warm weather a lot more especially when they health problems.
