Please Help: Fleas and Ticks

I am writing on behalf of my sister, who has been seriously stressed out:

She adopted a dog from a local shelter. He was hit by a car and attacked by dogs, and had to have his leg amputated. When she brought him home from the shelter 3 weeks ago, he had ticks. She applied diatomaceous earth all over him for a few days, and saw no more ticks. She then took him for a vet appointment, where the dog was declared free of ticks.  However, a couple of days after that appointment, she saw a couple of ticks on him. She applied some all natural essential oil anti-tick products on him, and started seeing even more ticks!  I thought these products are supposed to kill ticks? 

Or is it possible that the ticks are especially attracted and lingering on my sister's dog because they are attracted to his amputation wound?

She wants to bomb her whole house to get rid of any other lingering ticks.  However, I am concerned about the chemical load and its effects on my sister and this dog. Does anyone have any other solutions?

Thanks for any insight or help.

Ticks are really bad this year for us too. We've had so many, in a place where we usually don't find them very often (Colorado Rockies). Where does your sister live?

Battling ticks and fleas is a multi-faceted approach: the animal, the house and the environment need to be dealt with. We are also very timid when it comes to chemical approaches so we know where you're coming from.

Ticks are very hard to kill.  If the natural approach is not working I would consider Bravecto since it works for 3 months and appears pretty safe.  I would definitely try this on my dog before I used a pesticide such as Amitraz or pyrethrin collars or spot ons.

Thanks for the responses! I read that alcohol and vinegar repel ticks. Do you think it would be good for her to spray the walls, floors, every nook and cranny  with either or both of these as a natural tick repellent as well?
