I don't know the author but there's a blurb on her at the end of the article. I've recently seen another article by her as well as a very good video..I'll see if I can find that.
Do you follow Dr. Schultz's(immunilogist) rabies challenge work at all? Here's some of his results so far:
Minimum Duration of Immunity for Canine Vaccines:
Distemper- 7 years by challenge/15 years by serology
Parvovirus – 7 years by challenge/ 7 years by serology
Adenovirus – 7 years by challenge/ 9 years by serology
Canine rabies – 3 years by challenge/ 7 years by serology

OMD! when I saw the pictures of that poor dog and read that article, I felt sick, and heartbroken and guilty all that once. How could the medical community allow that to happen to that poor animal? How heartbreaking for that man that probably had not a clue about vaccines and their side effects and trusted what he was being told by the veterinarians. So sad.
All you can do is just educate people about immunity and how long vaccines stay in the body. And as a society we are so afraid of germs these days. I feel guilty thinking about how I vaccinated Cadence every year and that thought always crawls into the back of my mind that I might be somewhat responsible for this cancer by taking her yearly for these shots and that hurts my heart. You do the best you can do with the knowledge you have and want to protect your dog of course. We did the rabies once every three years once that became available here. I am sending this article and video to all of our friends who have pets. Very much food for thought!
