It must be blocked I can get on thru hideme & on my phone with wifi OFF.

This IP address is not blocked, and does not appear in any mod_security logs.
Perhaps the issue was a temporary block, or related to the intermittent downtime the server was experiencing throughout the day yesterday (10/27).
