Hi, it is so wonderful that you are taking this little "paw challenged" pup!
We bought health insurance through VPI 2 weeks before we brought our second lab home. Then she was fully covered the minute we brought her home. (It takes effect in 2 weeks) She has no preexisting conditions on her policy due to the timing of our purchase. [VPI = Veterinary Pet Insurance; http://www.petinsurance.com]
You could call them and ask your questions generically..... don't give them your name yet. See what they say. Maybe they will be able to cover some of any future costs for you. 1-877-263-6008

Our Super Dog Hunter crossed over the Rainbow Bridge on a beautiful summer day in July, just 3 days shy of his 10th Birthday. He gave us everything since he was 8 weeks old. Hunter was a 14 month warrior of OS. We LOVE and MISS him every day.
She's such a sweetie! I can smell her puppy breath from here.
Comet has one of the best perspectives about leaving a deformed leg on a dog, so her advice is spot-on. Even though the deformed limb didn't bother Comet, I have also had rehabilitation therapy vets say that it is better to take the leg when it is this deformed, because the dog will try to use it even if it really doesn't work right, and this can add a lot of stress to their body.
The good news is that Tippy will be small, and the smaller a Tripawd, the easier it is for the pup to get around. You probably won't have a lot of vet bills after the initial surgery (which will be considerably less right now since she's a puppy, than when she's older and requires more anesthesia).
As for insurance, we had no problem getting our Wyatt Ray insured after we adopted him as a Tripawd at 8 months old. This link will take you to various pet insurance companies you can contact for more info, but before deciding on one, you should also listen to this podcast with pet insurance expert Dr. Kenney, "How to Choose the Best Pet Insurance Policy."
