This is such a big thing when you are walking your Tripawd around the neighborhood! I guess our response depends on who is asking, and the reason for our dog's amputation. Our first dog Jerry had bone cancer, so our explanation was completely different and  the response was differently received by the person asking. Our second Tripawd, Wyatt Ray , lost his leg to neglect, so when we told that story, we got another type of reaction (mostly "oh people suck!"). When kids ask, we try to keep it simple and to the point without scaring them.

There are some good ones there, like: 

she still has one more leg than you!

 “My vet charges an arm and a leg, and we're on a payment plan.”

Don’t you feel sorry for him!  There’s nothing wrong with him – look how happy he is!

she was sick and now she is better
